教育目標

協助學生了解美、英、德、法與台灣的國會運作與立法過程 The primary goal of this course is to teach you with the knowledge of legislative process. In a democratic country, nothing embodies the importance of due process more than studying its legislative structure, process, and output. As a political science major or social science majors more broadly, you are obligated to have a good understanding of legislative process because that is very crucial to developing your analytical ability as well as congressional assistant expertise. The curriculum is based on studying the American legislative process with good reasons. First, the Unites States has a presidential system and its government is characterized with separation of powers between legislature, judiciary and executive branches. Compared with the legislative process in a parliamentary system, the legislative process in a presidential system is greatly independent of the executive branch and is likely to fully develop in terms of structures and policy output. Second, Taiwan’s semi-presidential system arguably leans toward a presidential system, and therefore our Congress is rather close to the U.S. Congress, except that the U.S. Congress is bicameral whereas ours is unicameral. It is therefore meaningful to look over the American legislative process. I hope that this class will provide you with necessary information of congressional politics and lays the foundation for your further study of comparative politics in the future.

民主政治以國會(立法機關)為權力的中心。法律由民選的國會所制定,國會藉由法律的制定,為整個社會做權威性的價值分配。不過,國會雖然具有立法的權力,而其如何立法則需視國會內部的結構(structure),以及國會與其他政治機構(political institutions)之間的互動關係而定。基本上,國會的立法過程(legislative process)乃是政治過程(political process)的一環。本課程旨在介紹國會內部的結構,並說明影響國會立法的政治因素。
