教育目標

地方政府不僅是民主實踐的前線與競技場，同時也是地方公共服務的物流中心、暢貨中心，更是各類政策的神經中樞。為什麼這樣形容呢？因為引導”群眾”追求民主本質始終是地方民主的核心價值，但過程中，利害關係人總是各顯神通而令人冷汗直流。所幸，各類利害關係人所組成的組織或團體之中，不以私益為目的之組織，在質與量方面與日俱增，同時也廣泛地參與地方公共服務，擔任表達民意、建立社群、維護價值、政策倡議的功能。因此，面對地方政府如何落實其公共職能之研究議題，實應瞭解非政府組織與地方政府之互動關係與實務案例。
