教育目標

本課程的主要目的在於介紹現代土地使用規劃與管制的基本概念、理論與方法。使以土地管理、環境景觀規劃、城鄉計畫為專業的學生，獲得現代的規劃理念和思維。期望學生能在未來從事實際專業工作時，無論法規和規劃技術如何變化，都能掌握基本的規劃理念和思維，做正確的規劃管理決策，以增進人民生活環境品質和社會福祉。課程內容包括：當前的土地使用規劃問題、土地使用規劃的基本思想源流及理念、土地與生態倫理，以及環境規劃管理、土地資源保育、城市成長管理與可持續的理性成長、城市文化與文化城市、區域及城鄉規劃、國土規劃管理、全球氣候變遷與生態環境影響等課題。第一週：土地使用規劃與政策b 第二週：土地使用規劃的意義與歷史發展 第三週：土地使用規劃的基本理論：三位先驅思想家 第四週：珍雅各的城市規劃理念。 第五週：土地使用的衝突與公眾參與 第六週：市地重劃與城市理性成長 第七週：土地使用規劃與環境管理 第八週：土地資源保育與可持續發展 第九週：都市蔓延、新都市主義、與城市理性成長 第十週：人造環境(built environment)的規劃與管理 第十一週：期中考試 第十二週：開放空間、愜意性資源(amenity resources )與健康生活 第十三週：城鄉與國土計畫--兼論國土計畫法(草案) 第十四週：城市文化與文化城市 第十五週：地景價值與土地使用規劃 第十六週：土地使用的生態、資源與環境倫理與社會公平正義 第十七週：土地使用分區與規劃許可制 第十八週：全球氣候變遷、能源與土地使用規劃
