本課程作為大學部選修課程，主要目標是希冀學習者能理解社區意識的概念以及台灣社區發展之實際，並從中培養社區關懷。因此，本課程將以各縣市的地方特色為基礎，協助同學掌握不同區域推動社區發展工作之特徵，並正確理解台灣地方自治與社區發展的關聯性，以思考社區發展在台灣的定位與走向。
