教育目標

全球不論是已開發或開發中國家，都面臨人口快速老化、高齡化社會的來臨，銀髮族將成為新主流的社會多數，未來人類壽命恐怕要超過一百歲，才能成為老人的新典範。傳統養兒防老的觀念，隨著大家庭制度的崩解，小家庭制度的興起，子女數的下降，面臨了極大的挑戰。加以近年經濟的衰退，失業問題加劇，年輕一代的不安全感愈來愈高，自我照顧都有問題，更遑論奉養父母。養兒防老的觀念不僅不合時宜，勢須有所調整，並予重新定位。國內幾項重要的調查報告皆顯示，經濟安全為老人最關切的議題之一，老人福利法對老人經濟安全的保障，明定採取生活津貼、特別照顧津貼、年金保障的方式，逐步規劃實施。但就老人長期性、持續性、穩定性的經濟需求而言，處於目前高波動、低利率、高風險的世代，老人財務規劃與經濟安全已成為新的顯學。老人經濟安全制度為重要的社會安全制度，為高齡政策最重要的政策議題之一。

課程概述

本課程為社會福利議題的專精研究課題，課程的內容在於探討高齡化社會老人經濟安全的議題，從高齡化社會的老人人口趨勢開始，接著探討經濟安全在老人需求中的重要性，老人經濟安全保障的基本原則，老人經濟安全的策略、歐美先進國家老人經濟安全的經驗、台灣老人經濟安全制度的檢視、老人經濟安全與社會福利的相關性、老人經濟安全議題的新趨勢。
