In light of the rapid shifts occurring within societal environments, conventional models of public administration are confronted with substantial challenges and a pressing need for transformation. Digital technologies, which have matured thanks to the development of Information and Communication Technologies (ICTs), are now being applied at every stage of the policy-making process, from planning and formulation to implementation and service delivery. Recent advancements in AI have further driven fundamental shifts in the nature, processes, and structures of public governance. In response to this global trend of digital transformation, it is imperative to re-examine the essence of public governance and explore effective ways to integrate AI into governance processes.
This course aims to provide students with a comprehensive understanding of digital governance and the necessary skills to navigate the challenges of public governance in the digital era. The curriculum is anchored in foundational theories of public governance, digital governance, and democratic governance, while incorporating practical applications of ICTs and AI in the public sector. It identifies and analyzes critical elements and conditions necessary for achieving "good AI governance."
The course places emphasis on theoretical exploration, supplemented by practical activities and group discussions. Key topics include:
1. Theoretical Evolution of Public Governance
2. Contemporary Challenges in Public Governance
3. Public Governance Dilemmas and Institutional Solutions
4. Core Elements and Conceptual Frameworks of AI
5. Case Studies of AI Applications in Public Governance
6. AI Governance Frameworks and Risk Management
